      Currently, China Aerospace Science and Technology Corporation is deeply carrying out the theme education of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and deeply studying and understanding General Secretary Xi Jinping's important expositions on the construction of a strong aerospace power, forging the soul through study, increasing wisdom through study, rectifying the style through study, and promoting work through study, striving to promote the construction of a strong aerospace power. In the face of the second centenary goal of struggle, General Secretary Xi Jinping pointed out that Chinese-style modernization is socialist modernization led by the Communist Party of China. Promoting Chinese-style modernization is a systematic project that requires overall consideration, systematic planning, and overall advancement. We must correctly handle the relationship between top-level design and practical exploration, strategy and tactics, upholding the right principles and innovation, efficiency and fairness, vitality and order, self-reliance and opening to the outside world, and a series of major relationships. General Secretary Xi Jinping specifically emphasized that "achieving high-quality development is one of the essential requirements of Chinese-style modernization," "development in the new era and new stage must implement the new development concept, and must be high-quality development," and "we must place the issue of development quality in a more prominent position and focus on improving the quality and efficiency of development."  

       The Group always adheres to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guide, closely focuses on serving and supporting the modernization of national defense and the military, firmly grasps high-quality development as its primary task, and strives to promote the full formation of a development model of "high-quality assurance of success, high efficiency in completing tasks, and high efficiency in promoting a strong aerospace power and national defense construction." Currently, the development of the aerospace industry is in an important historical period of opportunity. From the perspective of the Group, it is facing six new characteristics of "normality": growth in tasks, Model competition, continuous innovation, open cooperation, cost control, and deepening reform. The relevant content of these "six normalities" has also existed more or less, partially, in stages, and in a decentralized manner in past work, and in recent years has gradually begun to show comprehensive, holistic, and integrated characteristics. In the future, the new characteristics of this normalized development trend will become increasingly obvious. This is both the situation we face and the task we face; it is both the pressure we face and the motivation we face; it is both the challenge we face and the opportunity we face. It is a question of the times that the Group needs to answer now and in the coming period. By correctly understanding the situation, we must fully understand, scientifically grasp, and actively respond to the new characteristics of the "six normalities" in order to exert precise efforts and confidently and independently walk the path of a strong aerospace power in the new era.

 I. Accurately Grasping the Normality of Task Growth and Continuously Optimizing and Upgrading the Management Model of Aerospace Model Scientific Research and Production

      In terms of quantity, the tasks of national defense and aerospace equipment of the Group are increasing every year, and the increase in batch production tasks and Model types is even greater; in terms of quality, the requirements of Technical Index are increasing, the degree of system integration is improving, the cooperative supporting relationships are becoming increasingly complex and diverse, the research and development and production cycle is shortening, and the overall technical difficulty is increasing.

      The report of the 19th National Congress of the Communist Party of China first proposed the strategic requirement of building a strong aerospace power, and the report of the 20th National Congress of the Communist Party of China once again raised the construction of a strong aerospace power to the national strategic level. The strong army requirements such as focusing on practical military training and accelerating the effective supply of advanced combat effectiveness indicate that the military's procurement of weapons and equipment will also usher in a rapid increase in scale and structural transformation and upgrading. Task growth presents characteristics of high intensity, high difficulty, high complexity, high standards, short cycles, and volatility, with simultaneous improvements in quality and quantity, types and forms, cost and cycle requirements. These are the strategic deployment and urgent needs for Model tasks, and task growth is an inevitable trend. The normality of task growth pays more attention to endogenous growth and flexible growth, which is a necessary requirement for consolidating the foundation of national security strategy and a realistic need for building a world-class aerospace enterprise group. We must strive to create a scientific research and production model under new characteristics to ensure that Model equipment can be "supplied," "supplied affordably," and "supplied well," and achieve high-quality and efficient supply.

First, we must adhere to systematic optimization and layout, and promote the transformation and upgrading of the scientific research and production model.We must adhere to the concept of a system, focusing on the characteristics of aerospace projects, such as their systematic complexity, technology intensity, high risk, and long research and development cycle, focusing on the current needs and future expectations of task growth, and striving to optimize the close-knit scientific research chain, improve production processes, improve product quality, and improve production capacity and efficiency. Through systematic optimization and layout, we can form a scientific research and production model that adapts to the normality of task growth, and achieve the overall optimum of the constituent parts through a development perspective and systematic thinking. Guided by national strategic needs and aiming to form strong systematic capabilities, we will coordinate the docking of national strategic layouts and regional plans, combining them with technological innovation, transformation of scientific research and production models, and industrial chains. From the dimensions of spatial regions, research and development processes, capacity structure levels, and supply chains, we will systematically plan the capacity layout in various fields, highlighting the integration of professional capabilities across units, strengthening resource allocation, combining national investment with diversified investment, and comprehensively promoting the optimization of capacity layout.

Second, we must coordinate quality and efficiency and comprehensively improve equipment supply capacity.Based on a comprehensive understanding of the relationship between quality and quantity, we must focus on the normalized and dynamic needs of quality and quantity and coordinate the relationship between quality and efficiency. Quality is the lifeblood of aerospace and the prerequisite and foundation for the sustainable normality of task growth. Without quality, nothing can be discussed. Efficiency is the driving force and guarantee for the sustainable normality of task growth. We must find the "equilibrium point" between quality and efficiency and achieve the optimal combination of the two.  Third, we must promote the construction of digitalization, networking, and intelligence.Based on the different actual situations of various institutes, factories, and stations of the Group, we must follow the development path of digitalization, networking, and intelligence, implement the Digital China strategy, and promote the construction of digital aerospace. We will accelerate the empowerment of digital aerospace Model product scientific research and production model transformation, using a unified equipment model system throughout the entire life cycle of Model products, a unified digital verification and Confirm model throughout the entire research and development process of Model products, unified digital delivery requirements throughout all levels of Model product suppliers, a unified business control model throughout all elements of scientific research and production management, unified data standards throughout all aspects of scientific research and production, and a unified collaborative research and development cloud platform throughout all scenarios of scientific research and production. Through "six unifications," we will achieve digital collaboration of Model scientific research and production models. We must benchmark the most advanced and cutting-edge scientific research and production models, optimize top-level design, innovate organizational structures and operating mechanisms, actively apply new methods, technologies, and processes, and create a scientific research and production model that adapts to the normality of task growth, leading the new trend of task growth.

II. Accurately Grasping the Normality of Model Competition,Consolidating and Enhancing the Leading Position in the Supply of Major Aerospace Equipment

Model competition is becoming the norm, evolving from directly assigning research tasks to partial competition, then to fully open competition, gradually forming a normalized competition mechanism. The scope of model competition has expanded from single machines to subsystems to the overall system, from major models to series models. The scope and level of competition are constantly expanding, with increasingly diversified participants, deepening competitive procurement policies, and an increasingly obvious all-round, all-field, all-level, and all-process competitive situation.

Without precision instruments, one cannot speak of warfare. General Secretary Xi Jinping pointed out that we should accelerate the construction of a modernized management system for weaponry and equipment, comprehensively open up a new situation in the construction of weaponry and equipment, and make positive contributions to achieving the centenary goal of the People's Liberation Army. The equipment procurement management departments of the entire army are actively exploring various approaches to promote the marketization reform of weaponry and equipment procurement, creating an open and competitive environment for military products market, attracting multiple competitive entities to enter the field of scientific research and production of weaponry and equipment, and creating a model of orderly competition for the entire life cycle of weaponry and equipment construction. The competition field, stage, and entities in the aerospace model competition are constantly changing. As the main force of aerospace model tasks, the group's scientific research, production, and operation management will face more and greater shocks and tests. We must deeply understand that this change and adjustment is a major trend of development, correctly understand and actively grasp the competitive situation, adjust around normalized model competition, and continuously consolidate and enhance our leading position.

First, we must comprehensively enhance the awareness of model competition.We must focus on breaking down concepts and ideas that are incompatible with the new-era equipment procurement system and mechanism, and truly break free from past inertial thinking, conventional practices, and fixed actions. We must comprehensively learn, thoroughly study, and accurately grasp the new policies, standards, and requirements of equipment competitive procurement, benchmarking against the specific requirements and details of each model bidding, so that we are fully aware of them, actively identify and judge customer intentions and needs, and act purposefully, using new concepts and methods to actively adapt to, grasp, and lead the development of model task competition.

Second, we must improve the system and mechanism to adapt to the normalized model competition.In terms of systems and institutions, establish effective competition response models for different fields; in terms of bidding organization and management, strengthen the overall planning of bidding work, standardize bidding behavior, integrate internal advantageous resources, and improve the rapid response mechanism for competitive models; in terms of bidding strategies, based on the competitive situation and market expansion needs in various fields, plan competitive work, and improve model competition capabilities through a series of measures such as planning core directions, enhancing technical strength, strengthening system research, and expanding market capabilities. We must aggressively strive for a competitive position, systematically plan the competitive layout, proactively build competitive potential, comprehensively form competitive organizational capabilities, and improve competitive systems and mechanisms, seeking task growth and sustainable development through competition.

Third, we must proactively deploy competition for new-domain and high-quality combat forces models.In accordance with the requirements of the 20th National Congress of the Communist Party of China report, such as "building a powerful strategic deterrence force system, increasing the proportion of new-domain and high-quality combat forces, accelerating the development of unmanned and intelligent combat forces, and coordinating the construction and use of network information systems. Optimizing the joint operations command system, and promoting the construction and development of reconnaissance and early warning, joint strike, battlefield support, and comprehensive support systems and capabilities," we will proactively connect with users, provide a comprehensive solution of aerospace equipment models that can support winning future wars, and rely on the solid foundation of scientific research and production and comprehensive guarantee capabilities of the group company to help build a national strategic deterrence force system.

Third, accurately grasp the normalized state of continuous innovation,Continuously enhance core competitiveness

The normalized state of continuous innovation is based on the continuously strengthening overall social innovation and the conditions and foundation of previous innovations within the group company. The intensity, breadth, depth, and strength of scientific research and technological innovation are continuously increasing, and the persistence, continuity, extensiveness, and diffraction of innovation are continuously expanding, increasingly becoming the norm. The scope of innovation covers all fields, all elements, and the entire cycle, and the systematic, integrated, interconnected, and intelligent characteristics of innovation are becoming increasingly prominent.

The report of the 20th National Congress of the Communist Party of China points out that innovation should be at the core of China's modernization drive. We must improve the scientific and technological innovation system, optimize the allocation of innovation resources, optimize the positioning and layout of national scientific research institutions and leading technology enterprises, and improve the overall efficiency of the national innovation system. We must strengthen the leading role of enterprises in scientific and technological innovation, give play to the leading and supporting role of backbone enterprises in science and technology, and promote the deep integration of innovation chains, industrial chains, capital chains, and talent chains. The normalized state of continuous innovation is an important measure for us to earnestly implement the decisions and deployments of the Party Central Committee and General Secretary Xi Jinping on the new development concept, highlighting the extreme importance of innovation for high-quality development, and emphasizing that the driving force of innovation must be continuous, innovation breakthroughs must be continuous, and the innovation trend must be sustained. Currently, science and technology are increasingly becoming a decisive factor in shaping the world's political and economic landscape and changing the balance of power among nations. In an era where the "two overall situations" are intertwined and surging, only by adhering to the normalized state of continuous innovation can we truly achieve endogenous growth driven by innovation and firmly grasp the strategic initiative of development.

 

First, we must comprehensively strengthen the construction of the innovation system.We must adhere to the "dual-wheel drive" of technological innovation and institutional innovation, be problem-oriented, be driven by high-quality supply and potential demand, make long-term efforts in institutional arrangements, policy guarantees, and environment creation, and continuously exert efforts in innovation subjects, innovation foundations, and innovation resources, so as to quickly establish a complete and sustainable scientific and technological innovation system and continuously improve the overall efficiency of the aerospace science and technology innovation system.
 
Second, we must focus on improving independent innovation capabilities.Facing the forefront of world aerospace science and technology and the strategic needs of China's aerospace power, we must concentrate our efforts on carrying out original and leading scientific and technological research, resolutely win the battle to overcome key core technologies, and accelerate the achievement of high-level self-reliance and self-improvement in aerospace science and technology. We must accelerate the implementation of a number of national major scientific and technological projects with strategic, overall, and forward-looking significance, and enhance independent innovation capabilities. We must adopt a "dual approach" of encouraging free exploration and driving major scientific and technological issues, so that basic research and applied research can promote each other, and strive to achieve more independent breakthroughs "from 0 to 1".
 

Third, we must vigorously create an innovative cultural atmosphere.We must consolidate the talent foundation for innovative development and shape the talent advantage of aerospace power and national defense construction. We must respect the laws of talent growth and the laws of scientific research activities themselves, and cultivate a large number of strategic scientific and technological talents, leading scientific and technological talents, and young scientific and technological talents. We must create a good innovation environment, accelerate the formation of training mechanisms conducive to talent growth, use mechanisms conducive to making the best use of talent, and incentive mechanisms conducive to competition in innovation, and promote innovation to present a continuous, systematic, and normalized trend. Fourth, accurately grasp the normalized state of open cooperation,Accelerate the promotion of integrated systems and capabilities construction

The normalized state of open cooperation mainly refers to the current global economic and trade integration, the increasingly complex, refined, and specialized development of science and technology, and the global division of industrial chains. In the face of the era of great aerospace, through the deep integration of the three chains, efficient internal collaboration, military-civilian integration, and international and domestic interconnection, we will continuously improve the quality, efficiency, and effectiveness of development, enhance the complementarity, linkage, and symbiosis of development, and achieve mutual benefit and win-win results through open cooperation.
 

General Secretary Xi Jinping pointed out that open cooperation is a realistic requirement for promoting the stable recovery of the world economy and a requirement of the times for promoting human progress. Outer space is the common wealth of mankind, and the exploration, development, and peaceful use of outer space is the common pursuit of mankind. China advocates that all countries in the world work together to promote the building of a community with a shared future for mankind, and insists on in-depth international exchanges and cooperation in the field of space on the basis of equality and mutual benefit, peaceful use, and inclusive development. These important statements point out the direction of China's international spaceflight, deliver a powerful counterattack against some countries, led by the United States, which are creating conflicts and blockades in the aerospace field, and provide a Chinese solution for the development of the world's space industry. Therefore, the normalization of open cooperation is not only aimed at equipment departments, combat troops, and command systems, but also at supporting suppliers, the aerospace industry chain and supply chain, the domestic industrial system, and the global market, representing extensive openness and cooperation.

First, consolidate the foundation for internal cooperation and improve the level of industrial chain and supply chain.Openness and cooperation within the group, within the industry, and domestically are our primary focus. Within the group, we should strengthen strategic coordination, optimize layout and division of labor, unify quality standards, promote collaborative supporting, regulate cost prices, standardize contract transactions, promote resource sharing, and activate internal potential. Within the industry, we should actively strengthen strategic cooperation, adhere to mutual benefit and win-win results, expand industry consensus, strengthen division of labor and cooperation, promote collaborative innovation, abide by industry rules, guide orderly competition, and promote sustainable development. Domestically, we should proactively align with major national development strategies, strengthen the deep integration of the industrial chain, supply chain, and innovation chain, promote the integration of production, education, and research, accelerate the transformation of aerospace scientific and technological achievements into productive forces, and promote the close integration of science, technology, education, industry, finance, and the market, use aerospace technology to create a better life, fulfill corporate social responsibility, and form a strong synergy for building a world-class aerospace enterprise group.
 

Second, promote high-level opening up to the outside world and make the best use of global markets and resources.To grow and develop, we must actively adapt to the trend of economic globalization, adhere to opening up to the outside world, and fully utilize the advanced scientific and technological achievements and beneficial management experience created by human society. The more we face blockade and suppression, the less we can engage in self-closure, but instead we must be more open and inclusive and embrace the world. We should actively integrate into the national political and diplomatic situation, promote the high-quality development of jointly building the "Belt and Road", and use expanding openness to drive innovation, promote reform, and force transformation. Fifth, accurately grasp the normalization of cost control,Laying a solid foundation for the development of a world-class aerospace enterprise

Cost control normalization refers to the fact that on the basis of the enterprise's general consensus on cost, taking cost management as an important means to maximize enterprise interests, through scientific organization and management, the full-process cost accounting and control of scientific research, production and operation, the application of advanced technologies and processes that can reduce costs and increase efficiency, and so on, reduce unnecessary expenses, and control all aspects of costs at the optimal, balanced, and normalized level that can promote the establishment of the enterprise's comparative advantages and sustainable development. Cost control normalization does not target a specific field, Model, process, link, or position, but rather all fields, all Models, all processes, all links, and all positions. It is quantitative management of costs for all personnel, all elements, the entire process, and all data; it is not temporary, emergency, or partial cost management, but long-term, comprehensive, and state-of-the-art full life-cycle cost management. This normalization is a comprehensive reflection and proactive response to the past lack of cost awareness, insufficient cost control, and high costs, and it is also an important measure to build competitive advantages in the face of fierce competition in international and domestic markets.
 

Cost control normalization is a necessary requirement for being able to fight wars and supporting the construction of a world-class army, a necessary requirement for building a world-class aerospace enterprise group, and the inherent meaning of achieving high-quality development. In recent years, the Group has adopted a series of measures for cost control, establishing a "1+X+1" work model, forming a monthly inspection and work meeting mechanism for cost control, establishing a "3+10" cost monitoring and classification evaluation indicator system, and carrying out basic work such as cost knowable and visible modeling, and has achieved positive results. In the face of new environmental conditions and development requirements, the awareness of normalization needs to be strengthened, the integrated cost and business model needs to be continuously improved, the dimensions of cost benchmarking need to be clarified, cost control capabilities need to be improved, and the life-saving role of cost control for a world-class aerospace enterprise group needs to be strengthened.

First, improve the top-level design platform system.We should follow the laws of the market economy and the laws of enterprise development, improve a flexible and efficient market-oriented operation mechanism, and closely connect the scientific and technological achievements and productivity transformation links of the Group. We should optimize the allocation of scientific and technological resources in terms of fields, regions, and different types of scientific research units. We should scientifically and reasonably determine the proportion of funds allocated to basic research, applied research, preliminary research, and Model development. We should have an international perspective, make better use of both domestic and international markets and resources, improve our ability to allocate resources globally, and better strive for strategic initiative with low-cost advantages. We should use cost control as a guide, find breakthroughs in the management system, continuously stimulate innovation vitality, improve production efficiency, enhance the enterprise's strategic management, operational management, and risk management levels, and create a complete set of top-level design platform systems that are adaptable to the normalization of cost control.
 

Second, build a new Model of institutionalized, standardized, procedural, and digitized cost control.Based on basic changes such as the systematization of cost control monitoring and evaluation indicators, the accuracy of basic cost control data, the scientific nature of cost modeling work, and the serialization of cost control tools, we should further strengthen the supervision and feedback environment conditions of cost control. With the improvement and expansion of the cost statistical analysis of normalized quality problems and the cost visibility of Model teams, we should promote the combination of cost control and industry and finance, and achieve comprehensive cost control from surface to line to point through mutual support between cost and business integration. We should benchmark against the development trends of aerospace equipment characterized by "low cost, short cycle, and mass production" and the development requirements of "high quality, high efficiency, and low cost sustainability," and thoroughly promote the implementation of "cost+", ensuring it reaches every project, every payment, and every employee. We should vigorously promote cost concepts, policies, and standards, and cultivate a culture of cost consciousness.

VI. Accurately Grasping the Norm of Deepening Reform,Continuously Injecting Momentum and Vitality into High-Quality Development

       The normalization of deepening reform is based on historical and current circumstances, changes in the internal and external environment, expectations for the future, and a shared understanding of the reform consciousness. Given that reform is always present, ubiquitous, and ongoing, deepening reform has become a necessary means, a natural course of action, and a crucial strategy—a new normal. It can have a comprehensive, directional, holistic, systematic, continuous, and coupled impact on the development of the Group. The normalization of deepening reform shows that our rational understanding of reform has been further deepened. Reform has shifted from problem-oriented, single-point reforms to goal-oriented, comprehensive, and systematic reforms; from campaign-style reforms to continuous reforms; and from top-down to top-down and bottom-up approaches. We must accurately grasp the normalization of deepening reform, maintaining stability within the dynamic of reform and promoting development within the stable norm to ensure the orderliness, synergy, and seriousness of the reform.

      Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has personally promoted the deepening of reform in the Party and the state, from laying a solid foundation and building a strong framework to comprehensively promoting and accumulating momentum, and then to systematic integration and synergistic efficiency. This has been steady and resolute, injecting inexhaustible impetus into Chinese-style modernization. General Secretary Xi Jinping emphasized that comprehensively deepening reform is a complex systems engineering project. We must maximize the concentration of the wisdom of the masses, transforming it into a powerful force to promote reform and opening up, using the methodology of the greatest common divisor to study and solve problems, and forming a strong reform synergy and lasting reform momentum. Reform is an ongoing process. We must focus on establishing a modern enterprise system with Chinese characteristics, focusing on improving the core competitiveness and enhancing the core functions of state-owned enterprises, striving to build a modernized aerospace industrial system, daring to overcome difficulties, navigate risks, and tackle tough problems, from local exploration and breakthroughs to systematic integration and comprehensive deepening, continuously promoting the deepening and implementation of various reforms within the Group. We will carry out historical changes, systematic reshaping, and holistic restructuring in multiple areas such as independent innovation, open cooperation, enterprise management, and resource allocation, seizing the opportunity to promote a new round of deepening and upgrading actions for state-owned enterprise reform.
